I vote b as well. I also like ox idea of being responsible for the whole contract. Before someone picks them up they have to agree to pay a certain percent of the contract with the original owner. The half contract and half of a half thing will end up being a sixteenth of a contract. Way too hard to keep up with.

I like A. But the picking up guys I think should be something like this. Orioles drop $10 dollar player. He pays for 5 dollars of that player. Marlins pick up the player the Orioles drop. Marlins take on the full 10 dollars and Orioles still have a $5 dollar cap penalty for dropping that player. the team that picks him up should not have to pay half of the contract but should have to pay the full contract. But the penalty for dropping should not change.

Under option A, the penalty for dropping them stays the same. You pay half the contract, but if you're picking up a player that has been cut, you can sign them just for the year. If you cut them then, you're penalized half their salary for that year. Then they become a free agent.
